In memory of Greg Pichon 1953-2008 (Bus owner, long time friend. We miss you)
We have come across another pivotal election. Now is not the time to step
backward. We have a new County manager, new District Attorney, new Airport
manager  and new community development employees. I want to emphasize we
are not the same old government. Nothing is "already a done deal." We are making
great strides in having a lean, transparent government without dependence on
questionable development deals. I have made great progress in the last 3 1/2
years promoting and adopting our new building permit allocation and growth
ordinance. This ordinance will protect both the rural community and development
rights within our code. I take issue with certain developers who somehow think it
is their right to modify our codes and policies to build homes outside of current
zoning and in the flood zone! I have worked, and am still working tirelessly on
resolving many issues that have been around for years. With your help there is
nothing we can't achieve in Douglas County. I ask you for your support and your

Managed Growth
Support of the July 2007 County Commissioner approved growth ordinance. This ordinance was
accomplished through numerous community meetings and input from the sustainable growth
committee, developers and citizens. All current property zoning is preserved and it is based on a 2%
compounded rate of growth. You will have the opportunity to vote on this ordinance November 4th.

Flood and Drainage Management
We are working on a Douglas County flood ordinance with cooperation and guidance from the Carson
Water Subconservancy District. This ordinance will protect all current property rights while preserving
the flood plain. It will only affect future development requiring an up zoning of lot sizes.

Fiscal Responsibility and Accountability
With the current budget issues, it will be my priority to balance the budget without asking for new
taxes, or using reserves. While this may prove to be a difficult task, we can accomplish it through
cooperation and priority based budgeting.
